Do you mean a way to classify which parts maintain certain safety 
standards and which parts do not? We cannot ensure safety, since safety 
assumes that there is no possibility for the emergence of novel 
functionality given different contexts, which you mention next (as 
follows).

This seems to warrant the definition of laboratory measurement 
utilities, their callobrations, and perhaps even their general designs.
