[BBF Standards] list moderation

Just as a quick follow-up to Raik's email.

We've turned moderation OFF for the standards at biobricks.org mailing  
list.

These are public mailing lists (i.e., anybody can subscribe;  
subscription is not moderated).

So, if we end up getting spammed then we'll put moderation back ON,  
but ask for moderator volunteers across multiple time zones.
