[BBF Standards] data exchange standards wiki page moved

Hi all,

I've moved the data exchange discussion wiki into a subfolder of the technical 
standards parent page (rather than cluttering up the space that is intended for 
  other working groups too) :

http://openwetware.org/wiki/The_BioBricks_Foundation:Standards/Technical/Exchange

I also tried to improve the structure and updated the content here and there to 
reflect the ongoing discussion.

As always, edit at leisure!
