[BBF Standards] Link between basic parts and composite parts

Is there a consensus on how the sequence of a composite part should be
linked to the sequence of the basic parts it is composed of. I can
imagine two policies:
- Static link: the sequence of the composite part is derived from the
sequence of the basic parts when the composite part is created but any
change in the sequence of the basic part does not propagate to the
composite part.
- Dynamic link: Changes in the sequence of a basic part propagates to
the all the composite parts using it.

I apologize if this has been discussed in the group before.
