Almost every laboratory information system budget is wrong in the same direction, because it is built from the licence quotation and the licence is the smallest durable line. A budget that holds is built over five years and includes the internal effort, which is the cost nobody invoices and the one that most often derails the project. This page sets out the line items in the order they arrive.

The line items over five years

  1. Licence, and how it scales. Per named user or per concurrent session, annual subscription or perpetual with maintenance, plus whatever modules sit outside the base. Model it at the headcount you expect in year five rather than year one, because growth in this line is where subscriptions surprise people.
  2. Implementation, the largest first-year number. Configuration, workflow build, report templates, data migration and training are quoted as a project and routinely exceed the first year of licence. Insist on a scope this is priced against, since an implementation quoted against a vague scope will be re-quoted later.
  3. Interfaces, priced per instrument. Each instrument interface is its own small project, priced individually and dependent on whether a supported driver exists for that make, model and firmware. The instrument list is the real driver of this line and is often produced too late.
  4. Validation and requalification. In a regulated environment, qualification documents have to be produced and then maintained through every upgrade. Ask whether the vendor sells a validation pack and what each upgrade costs in requalification, because that recurs for the life of the system.
  5. Internal effort, the line nobody invoices. Your own people will spend substantial time on requirements, configuration decisions, testing, data cleansing and training. It does not appear on any quotation and it is real, so put a figure on it and staff it deliberately rather than assuming it will absorb into existing jobs.

What moves the number most

Instrument count and workflow complexity, not user count, are what actually move an implementation. A small laboratory with many elderly instruments and bespoke workflows is a larger project than a big laboratory with modern instruments and standard processes, and vendor pricing based on seats does not capture that.

The second largest driver is regulatory scope. A validated environment adds documentation, testing and change control to every stage, and it recurs at every upgrade rather than being a one-off cost.

Cloud and on-premises over five years

A hosted subscription moves cost from capital to operating and includes infrastructure and upgrades, while on-premises deployment puts hardware, hosting and upgrade effort on you. Over five years the totals are often closer than either vendor suggests, and the real differences are control, data location and who carries the upgrade burden.

Ask the exit question in both cases: what it costs to get your data out in a usable form, and in what format. That answer belongs in the budget too.
